The 2026–2028 Strategic Plan marks MiCHEP’s next chapter. Building on the foundation established through our 2023–2025 plan, this roadmap focuses on strengthening the college-in-prison ecosystem across Michigan while supporting the continued growth of our member institutions and partnerships.
The plan prioritizes evolution over revolution: building on existing work, deepening collaboration, and creating a stronger, more sustainable future for higher education in prison.
2026-2028 Strategic Goals
Five priorities will guide MiCHEP's work over the next three years.
Educational Parity
Strengthen prison campuses as extensions of colleges and universities, with access to high-quality instruction, academic resources, student support, and opportunities that reflect the broader college experience.
Digital Equity
Expand sustainable access to the technology, software, and digital resources students need to participate fully in their education.
Aligned Pathways
Strengthen connections between higher education, reentry, workforce development, and economic opportunity.
Educator Ecosystem
Build professional learning, shared knowledge, and specialized practices for faculty and staff teaching and supporting students in correctional settings.
Policy Catalyst
Use data, relationships, and the collective voice of MiCHEP's members to inform policy and strengthen the future of higher education in prison across Michigan.
